清洁能源消纳背景下的重庆电网需求响应实践

摘要:

通过清洁能源消纳与用户电力消费直接关联研究,可实现基于清洁能源消纳的需求响应(Demand Response,DR)。2019年重庆根据电网负荷特性与电网运行指标现状,寻找业务类型、政策机制、组织实施等因素与DR的结合点开展DR实践,以网内低谷电增量交易、电动汽车绿电交易实现省间清洁能源消纳电量47 GW·h,减少标准煤燃烧1.36 万t,减排CO2 4.51 万t。并对精细化DR管理、完善激励机制等方面提出了进一步工作建议。

Abstract:

Studying the direct connection between clean energy consumption and user-side power consumption can realizes the demand response (DR) upon clean energy consumption.Depending on the load characteristics and situation of Chongqing power grid in 2019,the practices were made on matching business type,policy mechanism and implementations with DR.With the increase of off-peak electricity transactions in the power grid and the green electricity transactions made by electric vehicles,the clean energy consumption of Chongqing was 47 GW·h,which was equivalent to 13 600 t standard coal.Meanwhile,the CO2 emissions reduced by 45 100 t.Recommendations on refining DR management,completing stimulation mechanism and other following works are proposed.
