摘要： 介绍了能量管理系统（EMS）的特点，基于公共信息模型（CIM）开发了一套继电保护管理系统，分析了系统设计方法和功能，并用实例进行了验证。

Abstract: The features of the energy management system (EMS) were introduced. Taking the common information model (CIM) as foundation, a relay protection management system was developed. The functions of the system and its design method were analyzed and verified by example. 

