摘要: 摘要:发电厂全厂停电后,将不可避免地引发很多次生灾害,快速实现黑启动对发电厂有着重要意义,而黑启动电源的正确选择是有效实现黑启动的基础。针对2012年11月极端天气情况下托电公司4条送出线路中3条跳闸的事故,从电源点的选取、保护装置配置、运行方式、五防系统、电量计费系统等方面对黑启动电源系统进行了优化设计,该方案在托电公司实施后,成功、有效地实现了黑启动,社会效益及经济效益良好。

Abstract: Abstract:Secondary disasters will occur inevitably after power outage in whole plant scope, so to implement black start quickly is of important significance for a power plant. The correct selection of black start supply is the foundation of successful blackstart. Aiming at the tripout accident of three of the four output transmission lines of Togtoh Power Generation Company Limited at November 2012 caused by extreme weather, a optimized design of blackstart power supply system was carried out, in which the selection of the power source place, the protection configuration, the operation mode, the fivepreventing system, the electric energy metering system and others were considered. After the scheme was implemented in Togtoh Power Generation Company Limited, the blackstart was realized successfully and effectively, and favorable economic benefit and social effect were obtained.
