我国“控碳”趋势下的碳电市场机制衔接分析与问题探讨

摘要: “双碳”背景下,低碳市场与电力市场的市场机制和运营呈现变化频繁且快速的特征,市场价值耦合传导的分析难度大。本文针对以上问题分别从低碳市场的各独立市场发展历程出发,结合各市场近期发展情况,开展因果分析。此外,从静态和动态两个维度给出碳电市场的关联及价值传导关系,基于碳电市场的底层价值传导关系开展碳电市场的协同研究,为碳电市场联动分析提供因果分析思路和方法。最后,针对目前低碳市场的绿证、绿电、碳市场机制和运行情况进行分析,并针对市场衔接问题给出建议,为我国碳电市场的协同发展及碳电市场价值传导提供分析方法和思路。

Abstract: Under the background of "carbon peaking, carbon neutralization", the market mechanism and operation of low-carbon market and electricity market are characterized by frequent and rapid changes, it is difficult to analysis the coupling transmission of market value. In view of the above problems, this paper starts from the development process of each independent market of the low-carbon market and combines the recent development of each market to carry out causal analysis. In addition, the correlation and value transmission relationship of the carbon electricity market are given from the static and dynamic dimensions. Based on the underlying value transmission relationship of the carbon electricity market, the collaborative research of the carbon electricity market is carried out to provide causal analysis ideas and methods for the linkage analysis of the carbon electricity market. Finally, the paper analysis the green card, green electricity, carbon market mechanism and operation of the current low-carbon market, and gives suggestions on the market convergence, providing analytical methods and ideas for the coordinated development of China's carbon electricity market and the value transmission of carbon electricity market.
