Abstract:

The development mode of renewable energy has been a problem worldwide. The government subsidies are being placed by the market. Mandatory quotas have been proposed many times but have not been implemented domestically. Reviewing the history of domestic quota system, and analysing recent drafts on quotas and assessment methods at the same time, the feasibility of drafts has been proved but relevant problems have also been raised.
