摘要： 摘要：企业作为国家技术创新体系的主力军已成必然趋势，但包括托电公司在内的很多大型国有发电企业，科研水平与其地位严重偏离，亟须建立一套完善、科学、行之有效的科技管理体系，提升其科研水平。结合托电公司的科技管理实践，对超大型火力发电企业科技管理体系创新建设进行论述，总结成功经验供同业参考。

Abstract: Abstract:The enterprises become main force of national technical innovation system, this is present inevitable trend. But the science research level of many stateowned large power enterprises is seriously deviates from their position, and it is necessary to establish a complete, scientific and effective technology management system for the enterprises to improve their science research level. Combining with the technology management practice of the Togtoh Power Company, the innovative establishment of technology management system for ultralarge thermal power enterprises was expounded. The successful experiences summarized in this paper can be used as reference for similar enterprises.
