Abstract: Taking Shanghai Fengxian Gas Turbine Power Generation Company Limited as example, the external situations of the area where the company locates were introduced, which include the electric power development, the energy supply, the heat requirement and so on. The advantageous conditions of the company itself for scaleenlarging development were analyzed. The precontrol measures of existing risk were described, and a viewpoint was put forward as below, and a viewpoint is proposed as following , first, the feasibility study of project should be carried out in time, and then, the effort on the approval and development of project should be made by creating the appropriate condition.
